Land Acquisition, Main Constraint of Port Patimban Project

INDUSTRY.co.id - Jakarta- The Patimban Port project is still constrained by land acquisition of 570 hectares, whereas physical development is targeted to start in early 2018.
Implementer Duty Director General of Sea Transportation Ministry of Transportation (Kemenhub) Bay M Hasani when met with media crew in Kemenhub, Jakarta admitted that the whole process is still on schedule and ascertained in December contract auction project contractor has finished signature contract.

Meanwhile, land certainty is one of the requirements to disburse loans from Japan, namely the Japan International Cooperation Agency (JICA) worth Rp13, 7 trillion.

However, he added that the budget for land acquisition consisting of paddy fields, ponds and housing is not yet available.
"It has been planned to run smoothly, is waiting for the budget is available. This runs simultaneously, just to convince when released after the release we have a development plan, just stay the deal, so that in line with the auction," he said.
The National Land Agency (BPN) currently conducts land and land measurement.
"The process is still long, because after the measurement there is still calculation of the need for exemption budget through compensation to court (appraisal)," he said.
Kemenhub allocates a budget of around Rp500 billion in 2017 for land acquisition.
Currently, under discussion by the House of Representatives (DPR), then the disbursement of funds through the State Asset Management Agency (LMAN) so that the assets released will become state property.
"Until now no land has been acquired, except for the Ministry of Public Works and People's Housing (PUPR) projects for road access beyond the port area backup," he said.
Bay said the land acquisition will be increased to be allocated in 2018 if still needed.
He hopes the land acquisition process will be completed by the end of the year, as the auction process will begin.
"No later than January should be done," he said.
According to him, the contractor can do work from the sea side, which does not need land acquisition.
However, it still needs land to build access roads within the port by the Ministry of PUPR, for the mobility of vehicle carrying material for development.
Port Patimban West Java is a national strategic project, targeted to finish phase 1 phase 1 in 2019.
The construction of this phase consists of 430x300 meter container terminal work, 35 hectares container vessel with capacity of 250 thousand TEUs, 360x250m vehicle terminal capacity of 128,000 Completely Built Up (CBU), 365 hectare area backup, 15 hectare road access, and depth of groove and pool -10 mLWS.
