YLKI Urges Tariff Compensation for E-Toll Users

INDUSTRY.co.id - Jakarta- The Indonesian Consumers Foundation (YLKI) urges the government and the parties to provide tariff compensation for users of non-cash tariffs or electronic cards (E-toll).
"Ministry of Public Works (PUPR) and Toll Road Regulators and toll booth managers to provide tariff incentives to toll users already using e-toll," said YLKI Daily Executive Chairman Tulus Abadi in his statement in Jakarta on Thursday (12/10 / 2017)
The affirmation is related to the implementation of the obligation to use e-toll to all toll road users in Indonesia from the end of October 2017.
According to Tulus, such incentives could be e-toll users given discounts on toll rates as they have helped government programs.
"This kind of precedent has been done by the government in Lebaran yesterday that travelers who use e-toll are given a 25 percent discount," he said.
In addition, it requested that toll managers improve the quality of e-toll e-reader machines because YLKI's observations of e-toll transactions are often constrained by the (unaccustomed) consumer factors as well as the slow response of the reader's engine resulting in longer transactions.
Third, it also urged that toll road managers to increase access to refills, especially in the area around the entrance of the highway and or at rest areas.
Therefore, he said, although the Ministry of PUPR and toll road managers claim that e-toll is an instrument to improve services to consumers of toll road users, but the real use of e-toll for toll payment transactions, overall benefits more toll road managers than benefit consumers.
This can be seen from several notes, among others, first, toll managers no longer bothered to prepare coins for change to consumers, which amounts to tens of billions per day. Almost all consumers need change money when paying toll rates.
Second, the use of e-toll is also beneficial to Bank Indonesia because the cost of printing money has decreased. Moreover, between the value of money and the production cost of making money greater the cost of production, especially for small denominations.
Third, the transparency of the number of actual toll road users. The use of e-toll provides certainty of the number of toll users and minimizes manipulation of the number of toll users and minimizes manipulation of toll road revenue revenues.
