Minister Sofyan: If Land Is Possible in Replanting and Certified, Farmers Are Not Constrained by Financing from Banks

INDUSTRY.co.id - Jakarta - Minister of Agriculture and Spatial Planning (ATR), Sofyan Djalil said, Presidential Regulation no. 88 of 2017 on Settlement of Land Tenure in Forest Areas can speed up the settlement of land disputes.

According to Sofyan, with the beleid the certainty of palm oil owned by the people is increasingly guaranteed clear and clean. So it can accelerate the implementation of palm oil rejuvenation program or replanting.

"Last year we promised a certificate for 30 thousand hectares of land for replanting, if 2.5 million hectares can be replanted and qualified for good plantation, and the land is clear and clean, certified, then farmers will not be constrained by financing from banks,” said Sofyan at the Interna- tional Palm Oil Conference at Bali Nusa Dua Conference, Bali, Thursday (2/11/2017).

He added that President Jokowi has ordered that at least 5 million parcels of land this year be registered and certified. "We are working hard, this year's target of 5 million.Next year 7 million, next year 9 million again, after that every year the target may be 10 million. But now, until 2018 there is a budget, 2019 is being fought in the state budget later," he said.

Sofyan said that by 2025 all the land in Indonesia is targeted to be certified. Given all this time, there is still a lot of land or land that does not have legal proof yet.

 "Suppose people have land passed down from generation to generation, but if there is no proof of what we are doing with this certificate can go to the bank to borrow money etc. So this certificate is to give legality and proof of property rights to the land, "he explained.

Until now, Sofyan said, only 40% of land in Indonesia has certificates. Whether it is agricultural or non-agricultural land. "Even in Jakarta, only 70 percent of the land is certified, that is the source of Syanyaneta," said Sofyan.
