INDUSTRY.co.id - Jakarta - E-commerce business actors, including the startup level, must obtain permission from the Ministry of Commerce prior to starting their business. The rules will be listed in the Government Regulation Draft (RPP) related to trade transactions through electronic systems.
Secretary of Directorate General of Domestic Trade Ministry of Trade Indrasari Wisnu Wardhana explains, in order to get the permit, there are at least three requirements that must be fulfilled by business actors.
First, the business entity must have a dot site id domain. Then, business entities must register their electronic transactions to the government. Furthermore, the business entity must have its own system if it wants to do business trading online.
"Another thing that needs to be anticipated from the growth of this startup is a business dispute. Never, in this rule will also be included. Therefore, the goal (this rule) is to provide certainty of business and the legality of the perpetrators of e-commerce," said the word Vishnu
Not only for business actors, this rule is also intended to provide a sense of security for consumers. For example, the government guarantees that consumers can obtain legal certainty under the consumer protection law (Act) if the business actor fails to fulfill his obligations.
In addition, the government will also work with banks to avoid anonymous transactions. In fact, business actors are also required to have a guarantee account as a guarantee that consumer money will be returned.
"In conducting transactions, the seller must also include technical goods, how the payment is like what, even the technical delivery of goods is also regulated in this RPP. Certainly, this provides a sense of security for consumers to be more confident in e-commerce transactions," he said.
According to him, this rule is also the government's answer to mushrooming startup in Indonesia. Moreover, some startup is now incarnate upgrade to unicorn level. However, he himself does not know when this rule can be launched.
"Because in principle we provide ease of market access for these business actors so we feel the need to make the rules," said Vishnu.
According to the Indonesian E-Commerce Association, the potential of e-commerce transactions in Indonesia is estimated to reach Rp1,700 trillion in 2020. This figure is significantly higher than the total value of e-commerce transactions in 2016 amounting to Rp75, 76 trillion
