Through OSS, Now Licensed Enterprises Can Be Gained Only Within 1 Hour

INDUSTRY.co.id - Jakarta, Today (Monday, 9/7/2018) Coordinating Minister for Economic Affairs Darmin Nasution together with the Ministers and Heads of Related Institution inaugurated the implementation of Online Single Submission System (OSS).

The Electronic Integrated Licensing Service (PBTSE), more easily referred to as generic OSS is present in the framework of the business licensing service applicable in all Ministries, Institutions and Local Governments throughout Indonesia, which has been done through One Stop Integrated Licensing (Pintu Terintadu Satu Pintu) PTSP). In addition to PTSP, people can access the OSS System online anywhere and anytime.

"The OSS, whose implementation is regulated in Government Regulation No. 24 of 2018, is the government's effort to simplify business licensing and to create a fast and cheap licensing service model, and to provide certainty," said Coordinating Minister Darmin.

With the OSS system, Darmin added, the business license will be obtained by the business actor in less than an hour.

Present in the inauguration of this OSS system include the Governor of Bank Indonesia Perry Warjiyo; Chairman of the Board of Commissioners of Financial Services Authority Wimboh Santoso; Minister of Home Affairs Tjahjo Kumolo; Minister of Communication and Information Rudiantara, Minister of Law and Human Rights Yasonna Laoly; Minister of Industry Airlangga Hartarto; Minister of Agrarian Affairs and Spatial / Head of National Land Agency Sofyan Djalil; Tourism Minister Arief Yahya; Minister of Administrative Reform and Bureaucratic Reform Asman Abnur, Head of Investment Coordinating Board Thomas Lembong; Chief of Staff of President Moeldoko; as well as representatives of ministers and heads of other institutions.

On that occasion, Darmin explained that the OSS System was built since October 2017 as the implementation of Presidential Regulation No. 91 of 2017 on Accelerating Enforcement of Businesses, and has conducted concept test in three locations, namely: Purwakarta, Batam and Palu.

The design of this Information Technology based system is basically by interconnecting and integrating licensing service system in BKPM / PTSP Pusat (SPIPISE), PTSP area using SiCantik Kemenkominfo system.

Including systems from various Ministries and Institutions issuing licenses, including the Indonesian National Single Window (INSW) system, the General Legal Administration System of the Ministry of Justice and Human Rights, and the Information System for Population Administration of the Ministry of Home Affairs.

Darmin stated that the OSS operation is currently being held at the Coordinating Ministry for Economic Affairs with the support of INSW and other relevant ministries. "But this is only a transitional period while preparing for its permanent implementation in BKPM," he said.

Meanwhile, Head of BKPM Thomas Lembong asserted, PP-24/2018 is a positive and comprehensive milestone to synchronize the licensing regulations in the Central and Regional.

Added Thomas, for investment or business activities that have been running, then can adjust the licensing through OSS System, either to obtain the Number of Parent Enterprises (NIB) or the extension or change of business license and or commercial license.

Currently, the Coordinating Ministry for the Economy has made OSS Lounge expected to be standard in all PTSP. In the OSS Lounge there are self-service, assisted services, priority services, general investment consultations, and clinics.

Task Force units to oversee the process of completing licensing attempts have been established in all Provinces. While the formation of Task Force at the district / city level has also been almost completely complete, just waiting for the endorsement in a number of districts / cities.
