Industry Minister Issues Circular on ”PeduliLindungi” App Mandatory Use

INDUSTRY.co.id - Minister of Industry Agus Gumiwang Kartasasmita has issued Circular Number 5 of 2021 on Amendment to Circular Number 3 of 2021 on Operational and Mobility Permit for Industrial Activities (IOMKI) during COVID-19 Pandemic.
The Minister explained that the new Circular stipulates additional provisions regarding access rights to use the PeduliLindungi application.
“Access rights to use the PeduliLindungi application can be granted to industrial companies or industrial zone companies that receive recommendation from Ministry of Industry,” Agus said as quoted by the Ministry’s official website on Friday (09/03).
To obtain the recommendation, the companies must submit an electronic application at the SIINas portal (siinas.kemenperin.go.id) in accordance with the application submission guidelines.
“The requirement is that industrial companies or industrial zone companies must have an active IOMKI,” Agus said.
The Circular Number 5/2021 also stipulates that the companies must submit reports on the operational implementation and mobility of industrial activities and the use of the PeduliLindungi application every week, namely every Friday.
The provision will come into force on September 10, 2021. In submitting reports on the operational implementation and mobility of industrial activities, the companies are required to declare that the data/information reported are correct and that they will be subject to administrative sanctions in the form of revocation of the IOMKI if there is a discrepancy in data/information related to the implementation of the COVID-19 health protocols.
The procedures for submitting an application for PeduliLindungi recommendation are as follows:
– Login to the SIINas account (siinas.kemenperin.go.id)
– Click “e-Services” – Click “Operational and Mobility Permit”
– Click “PeduliLindungi recommendation”
– Fill in the online form – Click “Save”
– After the application is validated by the system, the company can print a recommendation for access rights to use the PeduliLindungi application by clicking “Print”.
The conditions for factory access are based on the color after scanning process at PeduliLindungi, namely:
– The green shows the employee has got two doses of vaccine, or having the negative result of PCR test within 2 x 24 hours, or non-reactive antigen test within 1 x 24 hours, and is in a good health.
Hence, the employee may enter the factory.
– The yellow shows that the employee has got one dose of vaccine, or is a COVID-19 survivor (not more than three months), and is in good health.
Hence, the employee may enter the factory.
– Red color shows the worker has not got any vaccine but is in a good health so the worker may enter the factory. – Black color shows the worker are confirmed positive, or in close contact with a COVID-19 patient, or not in a good health.
The worker is not allowed to enter the factory. The Circular also calls on company management to form a COVID-19 task force, provide facilities and health workers, as well as issue guidelines for regulating entry and exit from work, shift management, breaks at work, worship activities, meals, and other activities.
In addition, companies must actively carry out testing, tracing, and treatment measures.
The Circular calls on workers to continue observing health protocols in the factory area, including by wearing face masks properly, washing hands with soap and running water or disinfectant, maintaining distance, avoiding and preventing crowds, avoiding eating together, and reducing non-urgent mobility.
