INDUSTRY.co.id - The Ministry of Cooperatives and SMEs (Kemenkop) in 2018 will direct its main priority program through entrepreneurship development. Therefore, Kemenkop and SME requested support, as well as the approval of the House of Representatives Commission VI as its partner, considering there is a budget shift will be done.
The statement was expressed by the Minister of Cooperatives and SMEs Puspayoga in working meetings and hearings with House of Representatives Commission VI in the Parliament building, Senayan Jakarta, Monday (4/9/2017). In this meeting, Puspayoga attended with all levels of echelon 1 officials in the working environment of Ministry of Cooperatives and SME.
"Kemenkop strives to continue implementing what has become our duties as the government, in which case we will also continue to strive to implement the program in accordance with what has been stipulated in the Government Work Plan (RKP) in 2018," said Puspayoga.
The development of entrepreneurship, with the focus of activities, including through training or entrepreneurial technical guidance for beginner entrepreneurs, facilitation of capital for entrepreneurial entrepreneurs, facilitation of revolving fund loans for entrepreneurial entrepreneurs, promotional facilitation and exhibition for products managed by entrepreneurs IT-based entrepreneurs , and facilitation of Copyright and Brand Rights and IUMK for beginner entrepreneurs.
Puspayoga said to implement the priority program, it will significantly reduce the budget, namely by reallocating budget and expenditure of goods such as official travel, meetings, consultant services, and study activities. It is hoped that with the budget reduction, the priority programs can be implemented and targeted.
In the meeting, Puspayoga submitted proposed changes in budget allocation Ministry of Cooperatives and SME budget in 2018, which amounted to Rp 944.5 billion. Puspayoga also submitted a proposed non-physical allocation of special allocation fund (DAK) for KUMKM capacity in 2018 amounting to Rp 100 billion, with a target of 25,045 participants.
"The objective of DAK is to improve the capacity of KUMKM human resources through training and mentoring activities for KUMKM human resource players, beginner entrepreneurs, and strategic groups through cooperative, entrepreneurship, technical, management and business management training and post-training assistance," he said.
The budget reduction proposal from the Puspayoga Menkop was received from the House of Representatives Commission VI. Vice Chairman of Commission VI of the House of Democratic Party faction, Azam Azman Natawijana admitted surprised with the proposal. According to him, this ministry budget should be increased in line with the empowerment program of cooperatives and SMEs conducted.
"So we will discuss in consignment and what needs to be detailed will we discuss again," said Azam in front of Puspayoga, along with his staff.
Member of House of Representatives Commission VI of Golkar Party Faction Endang Srikarti Handayani said the budget of Kemenkop and SME ideally amounting to Rp 5 trillion. Because the role of cooperatives and SMEs is very important in driving the economy in the region, reduce poverty and unemployment, and reduce social inequality.
"Now it is only agreed to increase the budget needed to make it useful for the people, it needs tourism, Rp 6 trillion, why Kemenkop is clearly shrinking," he asked.
The same was stated by another member of the House of Representatives Commission VI, Lili Asdjudiredja. Golkar Party politician compares the budget amount of Kemenkop and SMEs during the administration of President SBY with the current government is very far away. Yet according to him, President Jokowi's commitment to develop the KUKM sector is so high.
"If for example the budget goes down I think it will not be achieved (target Kemenkop), because the inequality will be wider, so it is natural that Ministry of Cooperatives and SMEs can budget more I hope more than that," he concluded.
