INDUSTRY.co.id - Jakarta - The government targets Trans-Java toll roads from Merak, Banten, to Probolinggo, East Java, to be connected by 2019.
Head of Toll Road Regulatory Agency (BPJT) Herry Trisaputra Zuna in Jakarta, Friday (2/11/2017) stated that the preconstruction phase of the Probolinggo-Banyuwangi toll road project along the 170,36 kilometers is accelerated and planned to enter construction phase in mid 2018.
Herry said the auction of the national strategic project left one participant, the Consortium of state-owned companies consisting of PT Jasa Marga (Persero) Tbk, PT Waskita Toll Road and PT Brantas Abipraya (Persero).
After the negotiation phase of the price is completed, early next year will be the Toll Road Concession Agreement (PPJT).
He revealed the value of Probolinggo-Banyuwangi Toll investment of about Rp23 trillion. The amount has not been added to the value of land that reached Rp 4 trillion. All costs of toll construction and land acquisition do not use the state budget but through the State Asset Management Agency (LMAN).
"For construction when it starts to depend on land acquisition, we hope mid-2018 could have started construction," he said.
Herry continued if there are lands that have been completed his release will be directly done. He estimates that the initial lands that were first released were owned by Perhutani.
"Perhaps about 30 percent of the land on the toll road has Perhutani, so it may start in Perhutani," he said.
He said that in 2018, toll road segments in pantura are fully connected, including toll roads to the east to Probolinggo.
"Until the end of 2018, the trans-Java toll road can be connected not only to Surabaya, but to Probolinggo," he said.
In 2018, the government targets the addition of 766.3 kilometers of new toll roads. That way, by the end of 2018, the length of the toll road already in operation reaches 1,321.5 kilometers.
In 2019, Herry installed a tag of 533.1 kilometers of new toll roads to operate. Thus, the length of toll roads operating until 2019 reaches 1,854.6 kilometers.
Head of Toll Road Toll Road Toll Road Conversion Committee of Eka Pria Anas stated that the consortium of state-owned companies consisting of PT Jasa Marga (Persero) Tbk, PT Waskita Toll Road and PT Brantas Abipraya (Persero) are the only bidders survives in the Probolinggo-Banyuwangi toll road auction of 170.36 kilometers.
Based on existing procurement rules, the government negotiates tariffs when the tender process leaves only one participant.
"The current one-way auction is Probolinggo-Banyuwangi, it is definitely Jasa Marga, we are in the process of negotiating to determine the tariff we are willing to agree on, maybe this month is over," he told media crew.
In conducting the negotiations, Eka claimed to be based on the highest tariff calculation of Rp1,500 per kilometer class I for 2019.
Nevertheless, he said the government is also considering the ability or purchasing power of the people and logistics entrepreneurs since the road users are expected not only from private vehicles, but also trucks class 3 and 4.
