The Mining and Financial Sectors are not yet included in the OSS

"These two sectors are not included, mining in EMR, and finance in BI and OJK, because the logic is different, not just the system," Darmin said in the inauguration of the OSS system attended by the heads of the relevant ministries in Jakarta on Monday (9/7 / 2018)

Darmin said the two sectors are not included in the initial discussion of the Capital Investment Law of 1966-1967, so the process of filing licenses is not through the Investment Coordinating Board (BKPM).

In addition, the business model of the mining industry that is growing rapidly, can complicate the provision of tax incentives that are also listed in the system permit services electronically integrated this.

"So do not be considered 100 percent in the OSS," said Darmin.

Darmin added that the treatment of these two sectors in an integrated service system in other countries such as Australia also experienced a similar thing and not included in electronic integration services.

Previously, the government officially launched an integrated electronic licensing service licensing system to simplify the investment licensing process in Indonesia and create a fast and inexpensive licensing service model.

The OSS system is one of the elements of the accelerated implementation policy stipulated in Presidential Regulation No. 91 of 2017, in addition to the establishment of the Task Force for Enforcement and Regulatory Reform.

The implementation of this integrated service system is regulated in Government Regulation Number 24 of 2018 and for existing investments or business activities, may further adjust the business license through the OSS System, to obtain a Business Number (NIB) or renewal or change of business license and / or commercial license.

This Information Technology based system is an interconnection and integration of licensing service system in BKPM / PTSP Pusat (SPIPISE) and PTSP area using SiCantik system managed by Ministry of Communication and Informatics.

The system is also supported by systems from various Ministries and Institutions issuing licenses, including the Indonesian National Single Window (INSW) system, the General Law Administration System of the Ministry of Justice and Human Rights and the Information System for Population Administration of the Ministry of Home Affairs.

In the interim, the OSS system is run by the Coordinating Ministry for Economic Affairs supported by INSW and other relevant Ministries. After that, if the preparation of the implementation has been fully completed, then the operation is submitted to BKPM.
