VP Ma’ruf Amin Leads Meeting on Welfare Development in Papua, West Papua

INDUSTRY.co.id - Vice President Ma’ruf Amin Thursday (14/10) at West Papua Governor’s Office Complex, Manokwari in West Papua province, led an integrated coordination meeting discussing measures on the acceleration of welfare development in the eastern Indonesian provinces of Papua and West Papua.

During the meeting, Ma’ruf, who also helms the Steering Committee of the Integrated Coordination Team for the Acceleration of Welfare Development in Papua and West Papua Provinces, highlighted several important things to be informed to all Papuan people regarding the implementation of Presidential Instruction Number 9 of 2020 on a comprehensive and multidimensional strategy for Papua and West Papua.

“As directed by the President, the acceleration of development in Papua and West Papua must provide real changes so that its result can be felt by the Papuan people,” the Vice President said in his remarks.

In accordance with the strategies covered in Presidential Instruction Number 9 of 2020, Ma’ruf said that Ministry of National Development Planning (PPN) / the National Development Planning Agency (Bappenas) has prepared a grand design for the acceleration of welfare development in two provinces.

“These measures include an action plan and quick win programs to speed up the development based on five policy frameworks, namely superior human resources development, economic transformation and development, basic infrastructure development, environmental quality preservation, and good governance,” Ma’ruf said.

The Vice President went on to say that as a form of the Government’s commitment to speed up development in Papua and West Papua, the budget needs in the action plan and the quick win programs have been included in the State Budget for the 2021 Fiscal Year and allocated through sectoral funding at ministries / institutions, as well as through Transfer to the Regions and Village Funds (TKDD).

“The budget is allocated to support seven development focuses, including poverty reduction, improvement of the quality of education, improvement of health services, development of basic infrastructure, strengthening of small and medium-sized enterprises, increasing the number of employment, and achieving sustainable development goals (SDGs),” he added.

On that occasion, the Vice President also underscored that the Government will continuously carry out featured programs to accelerate welfare development in Papua and West Papua, adding that the budget for the Presidential Instruction 9/2020 action plans has been included in the State Budget for the 2022 Fiscal Year.

“In addition, the development budget is also supported by the Papua Special Autonomy Fund for the 2022 Fiscal Year in the form of a Specific Grant of 1.25 percent sourced from the national General Allocation Funds (DAU) and the Additional Infrastructure Funds (DTI),” he said.

The Vice President also pointed out the latest affirmation policy for the acceleration of Papua’s development through the preparation of government regulations derived from Law Number 2 of 2021 on Second Amendment to Law Number 21 of 2001 on Special Autonomy for Papua Province.

“The preparation of the regulation is aimed at accelerating welfare development, improving public services, protecting and affirming, as well as protecting the rights of native Papuans. The Government has also made efforts to accommodate the aspirations of various parties. Therefore, the established norms are expected to be more contextual with Papua and West Papua and fully prioritize the targets on native Papuans,” he remarked.
