INDUSTRY.co.id - Jakarta - National Police Chief Gen. Tito Karnavian asked the House of Representatives to prioritize the approval of the revision of Law No. 15 of 2003 on Combating Terrorism Crimes during this trial which was opened a few days ago.
"The attempts to start the (DPR) session, the revision (the Law on Combating Terrorism) is a priority to be discussed because we have a little 'problem' of words in the definition," said Tito at the Presidential Palace in Jakarta on Tuesday (22/5 / 2018).
Tito made the announcement after attending a limited meeting on counter terrorism prevention and control led by President Joko Widodo and attended by Vice President Jusuf Kalla and Cabinet Ministers.
"But I propose the definition of the organization (in the revision) because it is not a formal organization group like a limited company that goes to the Ministry of Law and Human Rights, this terrorist organization is underground and accommodated in the Act is not only formal organization but also informal as long as there is a leader, a member and there is a division of tasks, just how we reconstruct the organization, "explained Tito.
He pointed out, in Hong Kong there is a "triad" organization of criminal organizations in the form of "secret society", but because the law in China recognizes "secret society" the security forces in the country can recognize and criminalize people involved in "secret society" "triad" is.
Respect for Human Rights According to Minister of Law and Human Rights Yasonna H Laoly, the House of Representatives' working meeting with the Government to discuss the revision of the Terrorism Eradication Act will be conducted on Thursday (24/5).
"If the revised Terrorist Act is to be finalized in the near future, and the target is Friday (25/5) plenary we hope so .. There has been talks with the House of Representatives friends, we will see later on the plan Thursday," added Yasonna as quoted by Antara.
Harapannuya after the meeting on Thursday will soon be followed by a plenary session on Friday (25/5).
"Regarding the definition, if the TNI Police have agreed and the government has agreed, we will see in the House only, there is a discussion level I, new level II plenary," said Yasonna.
According to Tito, the revision of Law 15/2003 is expected to be more comprehensive by involving many parties in it but still respect the values of democracy and human rights.
"So the prevention that involves many parties, the act of terrorism is the top of the 'iceberg' while the roots of the iceberg include comprehensive economic problems, ideology, and justice. This dissatisfaction that needs to be addressed, there is a process for terrorism and need comprehensive preventive measures and post events primarily to change the 'mindset' ideology of terrorism, "said Tito.
