Considered Overlapping, Salt Farmers Ask Judicial Review PP 9/2018

INDUSTRY.co.id - Surabaya - The Society of Petambak Garam (HMPG) of East Java will file a judicial review to the Supreme Court against Government Regulation Number 9 of 2018 on procedures for controlling the import of fishery commodities and overlapping with Law No. 7/2016 on Protection and Empowerment of Fishermen, Fish cultivators, and salt farmers.

Chairman of HMPG Jatim, Moch Hasan said quota of raw materials imported salt in 2018 for the industry is very excessive that is 3.7 million tons. Whereas the previous year the salt requirement for the industry is only 2.1 million tons so it is expected to be seeped into the market.

"This is an indication of seepage to the market. Because that is imported raw materials that can be used for industrial and consumption purposes," said Hasan on the sidelines of the seminar and rapt coordination with the theme 'Import of salt, needs vs. desire in an interest', in Surabaya, Wednesday (28/3/2018).

So in order to avoid imported salt seepage, the government must carefully record how the need for salt for the industry so that it can fulfill in the country.

Hasan said the import quota of 3.7 million tons of salt was not only feared to leak in the community alone, but could have an impact on domestic productivity. One of them is price stabilization and absorption

"This is what the salt farmers feared to lose when the price of salt is still good," he said.

The government should immediately establish a policy to determine the Government's Cost of Goods (HPP) of salt. Where the feasibility of the lowest price of Rp 1,500 per kilo. While the highest price to adjust the quality of salt.

"The market price is now there are manufacturers who set Rp 8.000-10.000. While the price of people's salt is now around Rp 2,300-2,500 per kilogram," he explained.

Related to the regulation there is an overlap between PP 9/2018 with Law 7/2016. HMPG assess the PP was hastily signed by President Joko Widodo. Considering that the PP only regulates the substance of the interests of the groups, regulate the substitution of authority transfer from Kementerian Marine and Fisheries to Ministry of Industry on import recommendation.

"It is not justified even if there is a Law of Industry. If pitted with Law 7/2016, specifically regulate the national salary which also adopted the Industry Act related to the stock," he explained.
