Koopssusgab Formation Should Wait for Revision of Antiterrorism Bill

INDUSTRY.co.id - Jakarta - PPP Secretary General Arsul Sani considers the formation of the Joint Special Operation Command (Koopssusgab) should be done after the revision of Act number 15 of 2003 on Combating Terrorism Terrorism is approved to become law.
"This is because in the article on TNI involvement that has been agreed in the Special Committee on Anti-terrorism Bill, the participation or involvement of TNI in the fight against terrorism in Article 7 paragraph 2 of the Law on the TNI," said Arsul in Jakarta on Thursday (5/17/2018)
He explained that in Article 7 paragraph 2 of Law No. 34 of 2004 on TNI, mentioned the involvement of the TNI in the handling of terrorism with the provisions and mechanisms that should be set forth in a Presidential Regulation (Perpres).
According to him, the Presidential Regulation was drawn up in consultation with the DPR as a political decision of the state which authorizes the President to involve the TNI in counterterrorism.
"It is based on situational needs without having to consult again with the Parliament for every case of terrorism that is facing," he said as quoted by Antara.
He considered that in the Presidential Regulation, the President could choose to form Kopasgabsus.
Earlier, Head of the Office of Presidential Staff Moeldoko said President Joko Widodo had authorized the formation of the Joint Special Operations Command (Koopssusgab) to combat terror.
"For the Joint TNI Command Special Operation has been sanctioned by the President and re-inaugurated by the TNI Commander. His duties for what, surely because the troops are well prepared, both in capacities, they can at any time be deployed to any corner as soon as possible will be communicated between the Chief of Police (General Police Tito Karnavian) and the TNI Commander (Marshal TNI Hadi Tjahjanto), "Moeldoko said at the Presidential Palace in Jakarta on Wednesday (5/16/2018).
Koopssusgab is a joint counter-terror team of three TNI dimensions. These troops are from Sat-81 Gultor Command of Special Forces owned by the Army, Detachment Jalamangkara TNI Navy and Satbravo 90 Command Typical Forces of the Air Force.
"No need to wait for the revision of Anti-terrorism Law, the troops have been prepared, do not need a legal umbrella," said Moeldoko.
According to him, Koopssusgab is under the command of TNI Commander Marshal Hadi Tjahjanto and this is an operation that is run for preventive measures to make people feel calm.
"We have natural laws, laws of action and reactions, once terrorists take action, we act, we act, they react," added Moeldoko.
He also appealed to the public not to worry too much.
