The verdict was based on the first indictment of article 2, paragraph 1 of Law no. 31 of 1999 as amended by Law no. 20 of 2001 on the Eradication of Corruption jo article 55 paragraph 1 of the Criminal Code set by the panel of judges consisting of Jhon Halasan Butarbutar, Fragrance Tumbuwun, Emilia Subagdja, Anwar and Ansyori Saifudin.
